Salary

$100,633 to $114,288 annually

This is an Addition to staff Non-Union position

Position Purpose

Reporting to the Manager, Projects and Program Policy Strategy, is responsible for the preparation, evaluation, assessment, analysis and interpretation of program, client and other data for the Social Services Branch to inform service planning; ensuring provincial targets are met and funding is maintained; coordinating data analysis projects, identifying specific issues and problems and facilitating resolution of the issues by providing recommendations on further action to the Branch Management Team, and providing support and training to program staff in the monitoring and reporting on programs and services, including developing performance measures and indicators.

Major Responsibilities

•Supervises the Branch on all the data analysis functions, related to the collection, verification and analysis of services data and financial data.
•Supports outcomes-focussed planning and program development and provides statistical and demographic analysis of clients served and/or eligible for Branch programs to support on program planning and evaluation initiatives.
•Interprets statistical data, explain complex issues and terminology, analyse issues and make timely decisions.
•Oversees evaluation and assessment of data and impacts to policy and program delivery; identifies specific issues and problems and facilitates resolution of the issues; updates and recommends further action to the Manager, were appropriate.
•Represents the Branch and supports Branch management in the development of data analytics dashboards and databases to support staff in having access to program and service data.
•Provides advice to the Branch Management team to establish a culture in the Branch to encourage the recording and use of data to inform program decision-making.
•Assists the Manager in developing annual business/work plans and in developing service plans and staffing proposals.
•Provides input into budget and business plan development, policies and procedures.
•Supervises staff, including recruitment, selection, hiring, scheduling, assigning and monitoring work, determining training and development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
•Responds to customer enquiries directly and/or resolves difficult or highly sensitive complaints either verbally or in writing.
•Performs other duties as required to meet Divisional/Branch and Departmental objectives.

Qualifications

•Successful completion of a University Degree in Biostatistics, Statistics, Data Science or related field or approved equivalent combination of education and experience.
•Minimum three (3) years experience in statistical data analysis, data demographic interpretation, and demonstrated minimum of one (1) year of direct supervisory experience.
•Knowledge and understanding of SPSS, ARCGIS, Sharepoint and evaluation tools such as SurveyMonkey and Snapsurveys.
•Demonstrated knowledge of relevant Standards, Acts and Regulations, including municipal government practices.
•Strong report writing, research and project management skills to meet program objectives and work to tight deadlines and analytical skills to interpret and reconcile complex statistical reports.
