Position Purpose

Reporting to the Program Manager, is responsible for developing software, testing, enhancing and implementing technology solutions; providing technical support and maintenance for application solutions; creating and maintaining technical documentation; and coordinating development efforts with team members.

Major Responsibilities

•Conceptualizes, designs and develops new software solutions and applications according to specifications and business requirements.
•Participates in the collection, documentation and validation of user requirements including the creation of design documents such as business process maps and user stories, in collaboration with Department staff and ITS Branch.
•Participates in the creation of delivery timelines and coordinates these with Regional release schedules and processes.
•Defines, develops and documents technical requirements, objectives, deliverables, and specifications in collaboration with internal teams and clients.
•Leverages appropriate documentation standards, develops technical and training documentation as well as videos and other multimedia support for applications.
•Establishes advanced reporting/dashboards both in/out of applications to encourage user experience feedback to inform continued enhancement direction.
•Collaborates with peers and clients on process improvements and enhancements through a technical perspective and to improve customer experience.
•Participates in multi-branch/department collaborative development teams, participates in client meetings related to requirements gathering, and attend developers’ forums and education events.
•Performs other duties as assigned, in accordance with Branch and Department objectives.
•May occasionally be required to respond to emergency situations outside of normal business hours, as related to the Departmental Emergency Plan.

Qualifications

•Successful completion of a College Degree in Information Technology, Computer Science, Computer Programming or technical school or approved equivalent combination of education and experience.
•Minimum 3 years experience with Object Oriented Programming and Server Side Programming and in leading and architecting software solutions using modern software development platforms and integration technologies.
•Demonstrated experience developing and sustaining medium to large scale software applications such as Salesforce OR MS 0365 Suite database software applications using SQL, PL/SQL programming and RestFul API services Web-based user interface design and development experience using advanced DHTML, CSS, JavaScript, AJAX, JQuery and Bootstrap
•Demonstrated development experience in Oracle SQL, PL/SQL Functional/procedural programming, Javascript, jQuery Libraries, NodeJS and ExpressJS, AngularJS, Pug Templating Engine, HTML, CSS, and Restful API services.
•Data modelling experience using database software and tools (e.g. Oracle SQL Developer / Data Modeller, TOAD).
