Reporting to the Manager, Realty Services, is responsible for providing property title and corporate sub-searches and issuing notices as per the Expropriations Act; maintaining up to date Municipal Property Assessment Corporation (MPAC) records including appealing assessments; maintaining the Regional land inventory records in the CFAM data base program; and assisting in ensuring the prompt, legal acquisition and disposition of real estate by the Region
•Compiles and coordinates the approval of negotiated acquisitions/dispositions agreements for delegated authority under specified limit.
•Obtains property information, including PINS, registered instruments and plans from the Land Registry Office and on line through Teraview, MPAC and Geowarehouse; updates when requested and submits PIN corrections to the Land Registry Office.
•Requests full property title searches from external conveyancer, as directed.
•Compiles information and processes the Notice of Expropriation, Notice of Election and Notice of Possession forms, for approval by the Manager, and sends by registered mail to property owner’s in accordance with the Expropriations Act.
•Compiles and tracks information to assist the Senior Appraiser/Negotiators in their preparation of Council reports to approve a Section 25 offer according to the Expropriations Act.
•Prepares and sends by registered mail the Section 25 offer to expropriated owners.
•Receives realty tax invoices for all Regional property from MPAC.
•Confirms each property is a Regional property and investigates if any Regional properties are missing from MPAC’s records.
•Responds to inquiries and resolves concerns, as appropriate.
•Ensures that services provided meet Regional customer service standards.
•Provides back-up services to Realty Services Division, in absence of Administrative Clerk- Secretary.
•Performs other duties, as assigned, in accordance with Branch and Department objectives.
•Successful completion of a Community College Diploma in a Legal Assistant Law Clerk Program or related field or approved equivalent combination of education and experience.
•Three (3) years secretarial/clerical experience in a legal environment or a related field.
•Valid Class “G” driver’s license and a reliable vehicle for use on corporate business.
•Knowledge of and demonstrated experience in registry office and conveyancing procedures.
•Knowledge of the preparation of various legal documents and the expropriation process.
•Knowledge of relevant legislated statutes (e.g. Expropriations Act, Assessment Act), regulations and by-laws.
