This is a Union position.
Reporting to the Program Manager, Water Conservation & Efficiency, is responsible for the planning and implementing of energy optimization projects, supporting upgrades to existing physical and business systems; assisting in the development and management of other system sustainability and asset management programs; working with other Department staff to develop required process scenarios, process efficiency modifications and other related strategies; and providing support to Department staff related to physical and business processes in the creation/acquisition, operation, maintenance and management of infrastructure.
•Reviews and analyzes system and business performance and identifies areas for energy optimization; provides technical expertise in water and wastewater or solid waste processes.
•Evaluates, makes recommendations on and leads implementation of system sustainability programming.
•Plans, develops, co-ordinates and implements energy and other system sustainability projects and programs related to the review and optimization of new and existing systems and processes, in conjunction with Department staff.
•Ensures quality assurance activities to monitor program effectiveness and support continuous improvement efforts with the Department.
•Assists in the development and management of quality control programs, operating and business procedures and control strategies to ensure consistency and adherence to standards.
•Supports or coordinates the development and maintenance of procedures, guidelines and templates related to process and business improvements/optimizations.
•Oversees engineering, asset management and system sustainability consultants and manages energy feasibility/functional studies, energy projects and other system sustainability projects relevant to infrastructure asset management.
•Co-ordinates and/or leads energy project teams and other systems sustainability teams.
•Liaises with and maintain positive relationships with internal Department contacts, cross-department staff, external contractors, consultants etc., relating to energy projects.
•Respond to enquiries on issues related to assigned projects and programs.
•Perform other duties as assigned in accordance with Branch and Department objectives.
•Successful completion of a University Degree in Civil, Mechanical, Electrical or Chemical Engineering.
•Must be registered as a Professional Engineer (P. Eng.) with the Professional Engineers Ontario.
•Minimum five (5) years demonstrated experience (inclusive of E.I.T. experience) in the approvals, design, construction and operating processes of water and wastewater collection, distribution and treatment systems, including project and program management experience.
•Demonstrated knowledge of relevant legislation and regulatory requirements.
•Knowledge of water, wastewater treatment, collection and distribution system management and operations techniques, complex hydraulic systems including pumping, piping, valving, etc. and water and wastewater system sustainability projects and programs.
•Understanding of budgeting process, strategic planning, program development and implementation techniques.
•Knowledge and demonstrated ability in corporate core competencies including communication, innovation, teamwork and collaboration, and personal ownership.
