Reporting to Program Manager, Education and Training, is responsible for identifying, planning, designing, delivering, facilitating and monitoring department specific education and professional development programs and initiatives, using learning models, in collaboration with department leadership and managers, HR business partners and external vendors and consultants; inspires excellence in service delivery through continuous improvement; ensures consistency with provincial and departmental program applications, and where applicable provide support for compliance with regulatory bodies and agencies.
•Conducts analysis to identify learning gaps.
•Supports client groups by proposing a range of learning solutions and professional development options against established needs, competencies or performance gaps to support client groups.
•Identifies and prioritizes a range of learning solutions, including using the 70:20:10 model.
•Aligns Department and Corporate learning initiatives providing guidance to employees in the navigation of internal and external learning opportunities that supports leadership development plans and Department succession planning.
•Documents goals, design principles, learner profiles, impact of available technology plus interdependencies and constraints.
•Delivers contents and activities ensuring learning experience supports desired performance outcomes.
•Coordinates logistics, create physical and social learning environment; establishes responsibilities for success of the learning experience.
•Designs and delivers relevant materials that supports transfer of learning and sustains performance in the workplace.
•Develops and designs evaluation of learning objectives through formal and informal assessments, checklists and scoring guides, individual and group achievement data (pre/post learning survey).
•Leads the research, planning, implementation and evaluation of innovative education and professional development programs and solutions that support identified departmental goals and initiatives; consults and works closely with departmental management and corporate partners to establish new programs and priorities
•Prepares project proposals, plans and schedules and provides reports; establishes and coordinates evaluation tools and measures and maintains statistics.
•Successful completion of a University Degree in Public Administration, Human Resources, Human Service disciplines or a related field or approved equivalent combination of education and experience.
•Certificate in University/University postgraduate course in Adult Education or Instructional Design.
•Minimum three (3) years experience in designing, developing and delivery of adult learning solutions or adult education.
•Knowledge of and demonstrated experience in instructional design, analysis, measurement and evaluation methods, facilitation and presentation skills.
•Demonstrated knowledge, skill and experience in writing detailed reports and proposals, contemporary research and evaluation methods, including experience interpreting and reporting statistical and demographic data.
•Analytical research, planning, co-ordination and project management skills with the ability to work independently on diverse projects.
