Reporting to the Program Manager, OMM Business Improvement, is responsible for providing integrated environmental and industrial health and safety compliance support to the Operations, Maintenance and Monitoring Branch; coordinates and/or participates in the implementation, maintenance and continual improvement of programs and activities to comply with all applicable environmental health and safety legislation and integrated management systems; coordinates the processing and completion of environmental, health and safety and compliance documentation with management and front line staff.
•Works in close consultation with Human Resource Services, Workplace Health, Safety and Wellness unit to ensure consistent field interpretation and application of health and safety regulatory requirements as well as Regional policies, programs and procedures and on application of requirements related to DWQMS and ISO Standards.
•Works in close consultation with Legal, and Department Regulatory and Compliance and branch staff to ensure consistent application of requirements related to applicable environmental regulations and integrated management systems, including DWQMS, ISO Standards, MOECC approval, permits and licences.
•Coordinates and provides input into the development of policies, programs and procedures on Branch environmental health and safety related regulatory issues.
•Prepares statistical and other reports on compliance issues and performance and advises Management on issues including outstanding monthly health and safety inspection finding reports.
•Responsible for maintaining OMM Safety Data Sheets database, and related safety plans in MAXIMO.
•Maintains and manages completed health and safety documentation including, but not limited to Traffic Protection Plans, Hot Works Permits, Confined Space Permits and Health and Safety Talk Sheets.
•Liaises with staff, Legal, Department Regulatory and Compliance, Human Resource Services, contractors, Ministry of Environment and other stakeholders.
•Liaison with staff on health & safety and IMS continuous improvement information and updates brought forward through corporate initiatives, programs and standards including updating safety bulletins/IMS bulletin, safety talks and procedure review and communicating changes of standards and requirements.
•Performs other duties as assigned, in accordance with Branch and Department objectives
•Successful completion of a Community College Diploma in Applied Science, Engineering, Business or Public Administration or related field or approved equivalent combination of education and experience.
•Minimum three (3) years experience with management systems, including monitoring environmental health and safety compliance, developing audit reports and recommending action plans to achieve compliance with applicable environmental health and safety legislation and Regional policies, programs and procedures.
•Knowledge or experience with ISO 14001/ISO 9001/OHSAS 18001 and Hazard Analysis and Critical Control Points (HACCP) standards and management systems.
•Knowledge of environmental and industrial health and safety legislation, associated regulations, policies, procedures, guidelines and other applicable legislation.
•Knowledge of the theories, principles and practices of water/wastewater industry processes and associated controls.
•Valid Ontario Class “G” driver’s license and reliable vehicle for use on corporate business.
•Knowledge of and demonstrated ability in corporate core competencies including customer service, communication, team work, initiative/self management, accountability, flexibility and adaptability.
