Position Purpose

Reporting to the Manager, Data Management, is responsible for providing research, planning, definition, refinement and implementation of the Region’s plans for data management systems, for assessing the existing and potential data sources (internal and external) to enrich with geographic, temporal or multimedia context of the data, to design a plan to integrate, centralize, protect and maintain them. The job is responsible for improving the robustness, quality, security and delivery of data, provides alignment with Enterprise Architecture and Data Security practices to ensure alignment with corporate Enterprise Architecture (EA); methods (TOGAF), principles, standards, landscapes, guidelines, architecture artifacts, and security and ensures policies, principles, models, standards, technologies, and processes are in place to ensure data is treated as a strategic asset.

Qualifications

•Successful completion of a University Degree in Computer Science/Engineering, systems analysis, or a related study; or approved equivalent combination of education and experience.
•TOGAF 9 Certification, and past IT certification similar or equivalent to the following: CLA, Microsoft SQL, CCNA, CCDP, MCSE, CISSP, etc.
•Minimum five (5) years design and implementation experience in at least two of the folowing IT disciplines:
•Application Development
•Information Architecture
•Middleware Design
•Database Management
•GIS Software such as Esri
•Thorough knowledge of the following:TOGAF, Gartner’s Enterprise Architecture Practice, Thorough knowledge of the privacy and government regulations, broad database management with tools, such as Alation, Colabra, database design, block chain technology, and understanding of database design tools.
•Knowledge of and demonstrated ability in assessing opportunities from analytics, the analytics lifecycle, technology and business needs and recommending and scoping projects.
•Knowledge and demonstrated ability in corporate core competencies including communication, innovation, teamwork and collaboration, and personal ownership.
•Strong understanding of all aspects of enterprise architecture, with deep expertise in managing the data domain at the enterprise level
•Enterprise and project level data architecture and design expertise, including database base design, relational and dimensional modelling, data, data quality and data architecture principles, policies and standards
•Expert knowledge and practical corporate implementation experience with Data Governance
•Experience in delivering an Enterprise Data Strategy, and developing an Enterprise Data Model for a large organization.
•Strong understanding and practical corporate implementation experience with Master Data Management (MDM)
•Experience in a senior architectural position, managing teams as well as working with a diverse set of stakeholders
•Understanding of Service Oriented Architecture (SOA) and exposure to business intelligence tools and techniques a definite asset
•Ability to understand the strategic as well as the tactical perspectives of situations, translate business needs into technology architecture requirements, estimate the financial impact of architectural solutions, define multiple solution options to business problems and quickly comprehend the functions and capabilities of new technologies
•Ability to travel to off site locations in a timely and efficient manner, as required.
•Ability to work outside regular business hours, as required.

Salary
