Position Purpose

Reporting to the Manager, Business Improvement, Information and Asset Management, is responsible for maintaining and supporting the Land Transaction Management (LTM) project; conducting research in business requirements and user needs for GIS applications, in coordination with Business Improvement, Information and Asset Management (BIIAM) staff, Realty Services staff and the Geographic Information Services Branch; providing data support in asset management and facility information management; acquiring and creating spatial data, models and databases; producing cartographic products and reports; analyzing spatial data relationships; supporting the needs of Realty Services, Legal Services and client groups regarding the cross departmental property requirements of the LTM system.

Major Responsibilities

•Assists in preparing maps and prepares and documents detailed statement of business requirements and user needs for the Branch; assists senior staff in the specification, design, development, installation, testing and documentation of applications and data architecture for the Branch.
•Researches, acquires, digitizes, processes, and annotates spatial data, including integration from local municipal and external organizations.
•Designs and prepares custom cartographic products, other spatial data products, graphics and presentations, using available corporate standards.
•Creates and modifies engineering drawings of streets, utility placement, right-of-ways, facilities and other items using GIS, CAD applications and Integrated Workplace Management Systems.
•Obtains information involving property and land-related assets to update existing master corporate GIS database.
•Performs data collection in the field; enters, reviews, and updates in database; compiles data and prepares report.
•Obtains property information, including PINS, registered instruments and plans from the Land Registry Office and on line through Property Viewer, Teraview, MPAC and Geowarehouse.
•Reviews, confirms and verifies legal agreements for real property transactions, including agreements of purchase and sale, offers of compensation made in accordance with the Expropriations Act, and minutes of settlement.
•Provides data, through timely delivery of routinely scheduled updates.
•Ensures documentation and records management conform to corporate standards.
•Liaises with clients, Departmental Business Technology staff, consultants and GIS vendors to provide support to user community and identify and ensure client needs are met; provides advice on standards, models and applications.
•Assists or conducts GIS user training for project stakeholders, as directed.
•Performs other duties as assigned, in accordance with Branch and Department objectives.


•Successful completion of a University Degree in Geographic Information Systems (GIS), Environmental Science, or related discipline with an emphasis on or major in GIS, or approved equivalent combination of education and experience.
•Minimum one (1) year experience working with GIS and the development of cartographic and analytic products, including web services and applications, user requirements and/or spatial information management.
•Strong skills in researching and reviewing property records, including reviewing legal agreements and title abstracts, and conducting searches using dedicated software such as Property Viewer, Geowarehouse and Teraview.
•Experience working with relational database systems and spatial databases (e.g. ArcSDE, Oracle) including database standards, design and data models.
•Valid Ontario Class "G" driver’s license and reliable vehicle for use on corporate business
