POSITION OVERVIEW:

Under the general guidance and direction of the Forester, this position is responsible for implementing TRCA’s hazard tree, cost recovery and arboriculture programs.  Additionally, this position coordinates the Emerald Ash Borer (EAB) treatment plan for high value ash trees across TRCA land holdings.  The technician provides technical advice, and coordinates and implements ground surveys to establish a TRCA hazard tree inventory database.  In coordination with the Forester, the database is used to develop multiyear strategies, daily work orders, and track deliverables, targets and work progress. This position acts as a resource and provides oversight and coordination for implementation staff and/or contractors to ensure quality control. This position maintains effective partnerships and communications with internal and external client groups and the general public. Overall, this position plays an integral role in meeting regional and municipal forest health goals and objectives.

RESPONSIBILITIES:

  • Coordinate and conduct TRCA hazard tree work, EAB treatment schedules and coordinate cost recovery program.
  • Provide site supervision and daily worksite coordination of assigned projects focusing on safety, quality and efficiency to meet client expectations and project milestones / schedules within budget.
  • Perform hazard assessments and daily ‘tailgate safety talks’ relevant to changes in type of work and site conditions and take required action to mitigate identified hazards.
  • Ensure quality control through on-site inspections and detailed record keeping.
  • Produce weekly and daily work schedules, track progress, direct work crews, and ensure abatement reporting in daily ledgers, and using mobile hazard tree database software.
  • Produce weekly hazard abatement maps and adjust work plans based on progress, changing priorities and environmental conditions.
  • Inspect completed work by contractors to ensure compliance with predetermined specifications and recommend.
  • Assist with the preparation of tenders RFP’s, RFQ’s for forestry services, and supervise contractors.
  • Maintain effective relationships with other agencies, community groups, NGO’s, private landowners, and the general public, in coordination with the TRCA project managers.
  • Receive, investigate, and prioritize inquires, complaints, emergencies and/or service requests from residents, the general public, municipal partner staff.
  • Informs the public and local residents through personal communication, letter drops and mail-outs, project notifications, social media, and coordinated municipal consultation.
  • Complete daily site work records, cost ledgers and prepare reports as directed.
  • Report on any projected variances from schedules and budgets, and propose potential mitigation to supervisor for approval.
  • Follow up with project assessments and treatment efficacy reporting.
  • Maintain and update hazard tree database and program records to assess program efficiency.
  • Other duties as assigned.

QUALIFICATIONS:

  • Post-secondary education in forestry/arboriculture/entomology or related field.
  • Valid Ontario Driver’s License (Class G).

KNOWLEDGE, SKILLS AND ABILITIES:

  • Well developed knowledge of dendrology, particularly the ability to accurately identify woody plants year round.
  • Demonstrated experience with tree and insect inventory and data collection techniques;
  • Understanding of environmental legislation including the Conservation Authorities Act, Spe.ies at Risk, and other policies as required.
  • Excellent and demonstrated knowledge and understanding of the Occupational Health and Safety Act.
  • Excellent customer/client relationship management skills.
  • Excellent communication skills and modes for landowner education.
  • Strong analytical skills.
  • Working knowledge of ArcMap, Excel and Word applications.
