Position Overview:

Under the guidance and general direction of the Associate Director – Resource Management Projects, this position is responsible for developing, planning and coordinating the delivery of the Authority’s Forestry, Reforestation and Hazard Tree Management Programs. This position also oversees the TRCAs Rural Clean Water Program, as well as acts as a key manager of the TRCAs larger private land stewardship initiatives. This position has a particular emphasis on the strategic planning, implementation and coordination of Forestry and Reforestation Projects including staffing, equipment, materials, costing and overall budgeting and forecasting.

This position has a significant emphasis on the overall management of all forestry partnerships and communications with internal and external clients and stakeholder groups. Specifically the role is to develop and maintain strategic relationships with project partners including Forests Ontario, MNRF, Ontario Professional Foresters Association, TRCA’s municipal and regional partners, and other conservation authorities.

Knowledge and Experience:

  • Four (4) year university degree in Forestry, Forestry Science, Ecology Urban Forestry, Arboriculture, or related discipline.
  • Minimum five (5) to seven (7) years’ experience related to major responsibilities.
  • Demonstrated knowledge of Forestry, silvicultural and ecological principles, forest stewardship issues and best management practices and techniques and their application in managing public and private forest resources in a sustainable manner.
  • Effective problem solving skills and leadership skills including staff supervision, coaching and mentoring.
  • Budgeting/financial management skills.
  • Excellent written and verbal communication skills.
  • Strong public relations skills.
  • Demonstrated report and proposal writing and analytical skills.
  • Good interpersonal skills and ability to work as a team member.
  • Ability to deal tactfully and courteously with the public.
  • Excellent and demonstrated knowledge of the Occupational Health and Safety Act and regulations and the Accessibility for Ontarians with Disabilities Act.
  • Excellent computer proficiency with software experience (MS PowerPoint, Excel, Word, Access, ArcMap).
  • Ability to work outdoors in adverse weather conditions.
  • Valid Ontario "G" class driver’s licence.

Major Responsibilities:

  • Provide the overall direction and management of TRCA forest resources with the goal to maintain, improve and increase forest cover throughout TRCA’s jurisdiction.
  • Provide direction on the development and implementation of the TRCA’s forest management, reforestation programs, and TRCA’s Hazard Tree Policies.
  • Oversee the Forestry Services Group including large scale projects and programs for both TRCA and partnership led programs.
  • Develop an overall strategic approach to targeting areas for reforestation and forest cover enhancement.
  • Collaboratively with the Associate Director, lead the preparation of annual and quarterly reporting to other TRCA divisions, Authority Boards and Committees, Senior Director and the CEO.
  • Oversee the hiring, training, evaluation and manage the performance of both direct and indirect staff as required to support Forestry Services Group.
  • Provide senior level guidance to incident reporting, resolution of staff conflicts, and required disciplinary measures.
  • Preparation and analysis of cost estimates, financial reports, inventory supply and production projections for the nursery.
  • Maintain cost control records for operational labour, materials and equipment requirements, and seek efficiencies and savings.
  • Support the Division’s annual operating and capital budget process by providing input and forecasts related to the Resource Management Projects group.
  • Prepare partnership agreements, MOUs, contracts, and offers of service in support of Forestry Services programs and initiatives.
  • Lead the development and maintenance of effective partnerships and communications with internal and external client and stakeholder groups.
