Under the direction of and reporting directly to the Senior Planner, the Planner is responsible for implementing TRCA’s role under the Environmental Assessment Act, as well as administration of applications pursuant to the Conservation Authorities Act, Ontario Regulation 166/06. The Planner ensures TRCA policy and regulatory objectives of managing water resources, terrestrial and aquatic ecosystems, geotechnical and hydrogeological concerns are managed through an interdisciplinary approach, and that TRCA interests related to The Living City Policies are reviewed and communicated appropriately. The Planner provides effective project management and service delivery for minor and standard level applications that may include addressing politically sensitive issues. The Planner also provides excellent customer service, and ensures infrastructure review is completed in support of complete communities and in facilitating a region-wide approach to sustainability.
- Manage the review of minor, standard and some major environmental assessment and master plan applications including permit applications, emergency infrastructure works permit applications and site plan applications made under the Environmental Assessment Act, Planning Act and Conservation Authorities Act by ensuring corporate interests related to The Living City Policies, Development, Interference with Wetlands and Alterations to Shorelines and Watercourse Regulation, are addressed based on professional judgement and technical advice.
- Provide professional planning advice and recommend appropriate action to the applicant, with the assistance of senior management as required. Liaise with municipal planning and engineering departments to coordinate responses to development applications and negotiate technical and policy resolutions as needed.
- Evaluate project sites, documents and studies to ensure corporate interests related to Authority regulations, policy and program interests are identified.
- Conduct site visits to identify and assess site characteristics and constraints on development; coordinate delineation of natural features and field staking to delineate top of bank as necessary.
- Coordinate internal review of technical documents and produce detailed correspondence to applicants based on the principles of good planning and technical recommendations.
- Meet service delivery standards, communicate anticipated delays and manage client expectations.
- Manage on-going relationships with service agreement project manager and ensure terms of agreement are met in day-to day implementation.
- Provide ongoing guidance and mentoring to junior staff to ensure that the TRCA’s environmental assessment and infrastructure permit services are effectively and efficiently delivered.
- Review technical comments and correspondence prepared by junior staff and provide input and guidance; sign off on correspondence prior to issuance.
- Review Executive Committee reports, and other communications if required, that are prepared by junior staff.
- Completion of a post-secondary education in planning or a related discipline with a core focus on land use, regional, watershed, environmental planning or site design; supplementary degree or diploma in Environmental Assessments is an asset.
- Minimum three (3) years’ municipal and/or environmental planning experience related to major responsibilities; five (5) years’ experience in development or infrastructure planning at a municipality, consulting firm or conservation authority a strong asset.
- Valid membership, or eligibility and working towards membership, in the Ontario Professional Planners Institute.
- Valid Ontario “G” Class Driver’s Licence.
KNOWLEDGE, SKILLS AND ABILITIES:
- Understanding of various technical disciplines (e.g. ecology, water resource engineering, hydrogeology, geotechnical engineering, etc.) in order to identify and highlight potential concerns related to natural hazards and features to technical staff, and to provide guidance and communicate planning and technical issues to proponents and consultants.
- Working knowledge of statutes and regulatory controls affecting infrastructure planning and permitting, including the Conservation Authorities Act and regulations, Environmental Assessment Act.
- Ability to multi-task in a fast paced, high volume, politically sensitive work environment.
- Excellent analytical and oral and written communication skills.
- Working knowledge of computer software applications, including Microsoft 360, Windows 10, Microsoft Office, Lotus Notes, Adobe Acrobat, ArcGIS; and ability to learn new applicable software.
