Description of Duties:
Manages the safe and efficient delivery of conventional (Grand River Transit) and specialized (MobilityPLUS) transit services, their programs, and staff performance management.
Knowledge, Skills & Abilities Required:
•Knowledge of transit operations, labour relations, management techniques, budget preparation, and administrative policies and procedures, normally acquired through a degree or diploma in a related field (e.g., Transportation Planning, business management, operations management), plus significant, progressively responsible experience in public transit services.
•Knowledge of and ability to comply with policies, procedures, collective agreements, and related legislation (e.g., Labour Relations Act, Highway Traffic Act, Employment Standards Act, Accessibility for Ontarians with Disabilities Act, privacy, and Occupational Health and Safety Act).
•Analytical, organizational, and problem solving skills to research and identify trends; evaluate, develop, and implement policies, procedures, and operational plans; and resolve operational problems.
•Leadership, human/public relations, presentation, negotiation, and mediation skills to advance priorities and balance objectives in a political environment; manage, develop, motivate, and support staff in achieving objectives; establish and maintain effective working relationships with all levels of Regional staff, community agencies, other government agencies, and the public; resolve disputes; represent the Division on committees; explain policies and procedures to the public, consultants, suppliers, and divisional staff; present issues and reports to committees and Council; and participate as an effective team member.
•Ability to read and interpret correspondence, reports, studies, surveys, legislation, and literature. Ability to write correspondence, memos, staff reports, and special project plans in clear, concise language.
•Computer skills with ability to use software such as Microsoft Office, vehicle dispatch and location equipment (e.g., iNIT or similar), a document management system, and a transit operating systems. Ability to leverage technology to improve services.
•Ability to travel within and outside Waterloo Region.
•Ability to support and demonstrate the Region’s values.
