Description of Duties:

Provides technical assistance and consultation to Community Housing providers and Housing Program staff to coordinate, implement, administer, and maintain preventative, corrective and annual maintenance programs related to physical and structural components of multi residential/non-shelter space buildings for Community Housing providers; develops, implements, administers, and maintains a Building Condition Assessment program and ten year capital program for all Community Housing; and performs technical reviews and audits, as well as review funding requests and prepare cost estimates.

Knowledge, Skills & Abilities Required: 

•Comprehensive knowledge of project management, building construction trades and technology, knowledge of contract administration techniques, construction practices, facilities management, Community Housing, and accessibility, acquired through a post-secondary education in Engineering Technology or a related field, plus 3 years related experience in building construction, maintenance or design.
•Eligibility for membership in the Ontario Association of Certified Engineering Technicians and Technologists (OACETT).
•Familiarity with relevant portions of the National Building Code; Provincial Building Code; Area Municipal Building Codes and Practices; Ontario Fire Marshall’s Regulations; Insurance Advisory Council Regulations; Canadian Safety Association Standards; Accessibility for Ontarians with Disabilities Act; Forms of Agreement, particularly the Canadian Standard Form of Construction Document; and industry standards for steel, concrete, masonry, timber, electrical, and mechanical work.
•Knowledge of contract law as pertains to building construction and renovation projects. 
•Analytical and problem solving skills to identify, analyze and evaluate compliance, permit, and construction issues and suggest solutions.
•Communication and human relation skills in order to provide guidance and consultation to Community Housing providers regarding preventative and corrective maintenance; monitor and oversee consultants and contractors; work with other departments, senior management, Board, the public; and to participate as an effective team member.
•Proven skill in the operation of a computer, using such software as Microsoft Word, Excel, AutoCAD, Lotus Notes, and DOCS.
•Ability to read and interpret complex construction drawings, design standards and specifications, manufacturer data, supplier instructions, building codes, engineering and technical work-related journals, contracts, reports, legal documents and policies and procedures.
•Ability to write construction reports using specialized technical vocabulary, log reports, inspection and/or assessment reports, and correspondence to contractors, architects, and consulting firms.
•Ability to prepare and conduct project/program related presentations to Facilities Management, senior management in other department, other Regional staff, and Committee
•Ability to travel to various locations within the Region.
•Ability to support and project values compatible with the organization.
