Description of Duties:

Conducts the engineering review and approval, including the preparation of conditions, of applications for utility, municipal service (water mains, sanitary sewers), local works (sidewalks, bicycle paths), and/or private works on or adjacent to Regional road allowances or other Regional facilities; to provide corridor management related technical guidance and expertise to utility companies, communications companies, contractors, consultants, project managers, and Regional staff; to plan, design, and coordinate annual street lighting programs; and to issue Regional road work permits.

Knowledge, Skills & Abilities Required: 

• Thorough practical knowledge of civil engineering technology, utility application process, road design and construction, sewers, water main and storm sewer management design, illumination design, and construction, construction procedures and costs, drafting, transportation planning, mathematics, reading and writing skills, and legal interpretation of survey plans, normally acquired through the attainment of a Community College Diploma in Civil Engineering or related field and a minimum three years related experience.
• Eligibility for membership in Ontario Association of Certified Technicians and Technologists (OACETT).
• Ability to read related legislation, technical journals, various manuals, work orders, design drawings, by laws, correspondence, reports, and supplier information to remain up to date in the field.
• Ability to write memos, reports, technical specifications, and letters regarding engineering approvals, operations, and concerns to Engineering Committee, the public, utilities, and other municipalities.  Prepares, develops and writes Engineering Committee reports and draft policy statements.
• Ability to discuss specifications with contractors, utility and communication company representatives, using technical terminology; ability to explain work to be done to contractor staff and Regional staff ability to conducts presentations to staff regarding engineering or construction issues of affect.
• Working knowledge of administrative policies and procedures, pertinent regulations and legislation including the Highway Traffic Act, all applicable Ontario Traffic Manuals, the Occupational Health and Safety Act, Ontario Provincial Standard Specifications and Standard Drawing Manuals, Ministry of the Environment Storm Water Management Guidelines, Ministry of Transportation Design and Corridor Control Manuals, Utility Design Standards, Illumination Engineers Society Design Manual, and other related legislation.
• Organizational and problem solving skills in order to work with a minimum of supervision, make independent decisions, prioritize work, and coordinate projects/programs.  Ability to instruct staff in work methods or procedure.
• Skill in the operation of a personal computer using software such as Microsoft Office applications, Acrobat Reader, Lotus Notes, AutoCAD, and MapInfo.
• Diplomatic and communication skills to resolve issues with and respond tactfully to public inquiries; communicate with contractors, consultants and staff; to coordinate corridor management activities and utility/communications requirements; and to participate as an effective team member.
• Ability to travel to various locations within the Region.
• Ability to support and project values compatible with the organization.
