Position Purpose

Reporting to the Associate Medical Officers of Health, is responsible primarily for supporting the Infectious Diseases Control (IDC) Division and supporting the response to COVID-19 as well as the management of other communicable disease threats; epidemiological surveillance and data interpretation provided by the IDC Division and the Public Health Branch; researching medical issues affecting Divisional programs; interpreting directives and implementing legislative changes; promoting and leading projects and initiatives; and other activities depending on Branch priorities.

Major Responsibilities

•Works alongside the Medical Officer of Health and Associate Medical Officers of Health overseeing and providing medical consultation on case, contact and outbreak management decisions for COVID-19 and other communicable disease threats.
•Supports the Health Emergency Operations Centre (HEOC) operations.
•Ensures quality assurance activities to monitor program and service effectiveness and support continuous quality improvement initiatives more broadly within the areas of responsibility.
•Oversees the development of procedures, guidelines and templates; develops policies related to the programs and services offered and ensures adherence to the Region’s policies, guidelines and bylaws.
•Supports the development of effective and innovative program delivery methodologies to meet Regional service requirements and manages process improvements and special projects.
•Supervises staff, including recruitment, selection, hiring, assigning work, determining training and development needs, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal, in accordance with collective agreements, Regional policies and practices; ensures adherence to appropriate Regional HR policies and government legislation.
•Provides broad leadership to management staff, who are accountable for implementing the plans, through a process of planning and developing long-range objectives.
•Supports the development and implementation of customer service strategies, and evaluation against benchmarks for best practices to ensure quality of service to customers.
•Provides effective relationship management with all external stakeholders, Regional and local municipal politicians/staff, government and non-governmental agencies, and the communities served.
•Performs other duties as assigned to meet Divisional, Branch, Department and Regional objectives.
•Provides on-call support, and/or responds to urgent situations outside of normal business hours, as required

Qualifications

•Designation as a Fellow – or eligibility for Fellowship – of the Royal College of Physicians and Surgeons of Canada, in the specialty of Public Health and Preventive Medicine (formerly called Community Medicine).
•Masters degree in Community Health and Epidemiology, Public Health or the equivalent that is acceptable to the Ministry in satisfying the requirements under the regulations pertaining to the Health Protection and Promotion Act.
•Demonstrated knowledge and experience in the area of communicable diseases control and prevention
•Demonstrated knowledge and understanding of the Health Protection and Promotion Act and other applicable legislation, provincial, municipal and Regional government organization and structure, industry standards, issues and communities served.
•Knowledge of and demonstrated ability in strategic planning, change management design, process and implementation strategies to optimize both quality and cost-effectiveness of services.
