This position reports to the Associate VP, Academic, and is accountable for the overall management of the Durham College Test Centre operations at both the Whitby and Oshawa campuses. The Manager, Test Centre is responsible for the day-to-day supervision of part-time and full-time staff, scheduling and management of facilities, liaising with internal and external testing clients, and development and implementation of Test Centre policies. The Manager will ensure the effective use of the Test Centre’s human, physical, and financial resources to ensure that operations and all testing activities run smoothly.

 

The incumbent plans, organizes and manages all operations of the Test Centre; provides leadership to staff through effective hiring and training, allocating work assignments, providing regular feedback, conducting annual performance reviews, ensuring job descriptions are up to date, and ensuring ongoing, relevant professional development of staff. They will also be responsible for investigating new software, conducting cost/benefit analyses and making recommendations for purchase/implementation as appropriate to continually improve efficiency and cost effectiveness of the department. They will also be responsible for ensuring that the physical space meets the operational needs of the department.

 

The Manager will work collaboratively with other departments on campus, and other colleges, to meet the needs of the students and clients of the Test Centre. They are responsible for liaising with the Access and Support Centre to ensure students’ specific testing needs are appropriately accommodated. The Manager will also monitor and analyze statistical reports to track utilization of the each location by internal and external clients. The incumbent will identify new opportunities and participate in outreach activities by seeking new Test Centre clientele on a regular basis. The Manager is also responsible for managing and resolving complex student issues that have been escalated to them by Durham College staff.

 

The successful candidate will possess at minimum a three-year degree in the areas of Business or Operations Management, or Information Technology. Preference will be given to candidates with a relevant graduate degree. The successful candidate will have a minimum of five years’ experience providing progressive leadership and supervision in a unionized environment and have the ability to work effectively with staff. They will have demonstrated success in strategic planning, achievement of goals, and managing organizational change. The successful candidate will have exceptional analytical skills, an understanding of academic operations, and attention to detail. The candidate must have exceptional written and verbal communication skills, with the ability to write and implement policies and procedures. It is preferred that the incumbent will be highly proficient in the use of software used in the Test Centre such as Shiftboard, Clockwork, and Microsoft Access. The incumbent must be able to foster a cooperative work environment establishing strong working relationships with all levels of the college community including, and possess the ability to make sound, evidence based decisions by exercising judgment, diplomacy and discretion within changing and conflicting priorities. The successful candidate will have excellent customer service skills and the ability to analyze and resolve a variety of issues/conflicts that may involve students, staff, faculty and external clients.

 

The incumbent may be required to work occasional evenings or weekends.
