Summary of Duties
Reporting to the Director of Training, the Training Instructor is accountable for performing customer service duties relating to the development, maintenance and delivery of education and training programs. The Training Instructor participates in a variety of planning endeavours as requested. The Instructor deals with co-workers and other Fire Services’ staff and customer issues in accordance with Corporate and Fire Services’ policies, Standard Operating Guidelines and the Collective Agreement, while ensuring that sensitive matters and restricted information are dealt with in a totally confidential manner. The Training Instructor must work in close cooperation with all members of the Fire Services’ team to ensure excellence in the delivery of external and internal customer services.
Work Performed
MAIN DUTIES - NATURE & SCOPE FUNCTION AND PURPOSE OF THE POSITION:The Training Instructor works toward and assists in supporting a safe and healthy work environment; maintaining collaborative working relationships with all staff; participating in planning exercises by recommending changes to processes within the Training Division to accomplish improved outcomes associated with internal and external customer/client satisfaction, quality of service, and cost containment; facilitating and participating in strategic planning initiatives as applicable; recommending resource requirements to meet internal and external service needs and recommending amendments to policies and Fire Services’ Standard Operational Guidelines. The Training Instructor values and respects the customer and the people who work for Fire Services and the Corporation. ACCOUNTABILITY:The Training Instructor participates in the Fire Services’ skill maintenance and Human Resource Development Program competency objectives and participates in the development, planning and delivery of such programs. The Training Instructor supports the delivery of effective, efficient customer services in an ethical manner by establishing and maintaining productive working relationships with and collaborating with staff in all Fire Services Divisions as well as participating in long and short term planning associated with internal and external customer service initiatives to ensure that the Training Division is capable of meeting service requirements for current and projected needs in all areas as established through the Fire Services’ Strategic Plan.  GENERAL RESPONSIBILITIES:1. QUALITY OF SERVICE/CUSTOMER-CLIENT SATISFACTIONWith an emphasis on and a focus toward health and safety, the Training Instructor participates in planning, implementing and evaluating service delivery activities and with recommending updates to policies, procedures, guidelines, and/or standards associated with service delivery. The Training Instructor participates in reviews of standard operating guidelines; monitoring and supporting continuous quality improvement activities to improve outcomes attained in customer/client satisfaction and quality of services delivered and resolution of customer concerns.2. FISCAL CONSIDERATIONSThe Training Instructor provides input in the development of recommendations associated with requirements for operational and capital resources required to attain the goals and objectives of the Training Division.3. COMMUNICATIONSThe Training Instructor supports an open environment that encourages staff to ask questions, share concerns and participates in decisions that affect their work and work life.4. PROBLEM SOLVING/DECISION MAKINGThe Training Instructor may participate with the decision-making processes aimed at attaining the best outcomes in the provision of customer services and delivery of education and training programs. The Training Instructor must listen actively to perspectives of individuals, assist to identify options and opportunities and offer issue resolutions for consideration of other team members. The Instructor supports the decision-making process and is responsible for supporting the implementation of conflict resolution and team building skills amongst Division staff.5. PROGRAM DEVELOPMENT - FIRE SERVICESThe Training Instructor will be involved as a participant with initiatives and activities, including pilot programs, to research and review existing and proposed program goals, objectives and results and to offer feedback and recommendations to ensure that education and training programs are meeting desired internal and external customer service outcomes and expectations.6. CORPORATE ACTIVITIESThe Training Instructor may be involved with activities in support of achieving Corporate goals and objectives through participation in initiatives and/or committee work and providing feedback/input as requested.7. CONTINUOUS QUALITY IMPROVEMENTThe Training Instructor will be involved with initiatives aimed at continually improving the quality of services provided by participating in the implementation and maintenance of quality improvement activities; recommending quality objectives, processes and quality indicators.8. EDUCATION/TRAINING! STAFF DEVELOPMENTThe Training Instructor will be involved in the Fire Services’ skill maintenance training and Human Resource Development programs as required and will attend applicable education and training activities, seminars and conferences as approved. The Instructor is responsible for identifying and requesting personal knowledge and skill development needs and in collaboration with the Director of Training, requesting the establishment of plans and programs to meet identified personal training needs.  SPECIFIC RESPONSIBILITIES:The Training Instructor is specifically responsible for ensuring that the following duties are performed within the assigned areas of responsibility:Conducts all duties and activities in accordance with Corporate and Fire Services’ policies and Standard Operating Guidelines and the Medical Director’s Medical ProtocolsReports all unsafe conditions associated with equipment, or duties and activitiesInitiates timely evaluation, recommends and initiates corrective action related to unsafe or hazardous situationsWorks with all staff to promote and advance an environment and attitude of accident and injury preventionDelivers approved training as scheduledAssists with planning and scheduling of education and training programs as requiredDevelops and completes training needs analyses and identifies needs for new, enhanced or modified education and training programsLiaises with Division Heads, Officers, staff and external customers to identify and prioritize needsReviews existing education and training programs to identify strengths, weaknesses and needsReviews programs and recommends modifications related to program objectives, teaching strategies or evaluation techniques as requiredParticipates in the development, maintenance and administration of examinations for Fire ServicesParticipates in the development and maintenance of a training records information systems and databaseEnsures that all activities and duties performed meet the legislative requirements for and address all issues related to health and safety, and all other relevant legislationCompletes reports and forms as required ensuring the content meets Fire Services’ standards with respect to content, structure, accuracy and order in a legible and grammatically correct mannerAnalyses information and reports to identify education and training needs necessary to counteract trends relating to injuries, fire losses etc.Attends at court and provides evidence as requiredAttend and participates in Critical Incident Stress Debriefing sessions as assignedAttends meetings as requested; andMay be called to a major emergency to provide assistance to the incident commander as required. OTHER DUTIES MAY INCLUDE:Represents the Training Division on various committees as assignedResearch and prepares reports; andServes as representative on project task force teams and committees as assigned
OUALIFICATIONS AND ABILITIES:At the time of appointment, employees must possess the following knowledge and abilities, in accordance with London Fire Services’ Human Resource Development Program objectives for Training Instructor and the Department’s Promotion Policy:Ability to effectively plan and organize workValid DZ driver’s licenseAbility and experience associated with the development and delivery of education and training programsAbility to function effectively within the community and interact with various community representativesAbility to work effectively in a team environment including emergency and non emergency situationsAbility to work independently and as part of a team to effectively accomplish tasks to meet goals and objectivesAbility to interpret information and comprehend messages provided through oral and written communicationsAbility to express ideas, oral and written, in a clear, concise, understandable and in a grammatically correct mannerAbility to perform and meet objectives in stressful situations and to modify approach and behaviour to deal with specific situationsAbility to organize effectual teaching and learning environments and to effectively use teaching aids and demonstration devices in delivering effective trainingAbility to demonstrate knowledge of contemporary fire suppression techniques and theoryAbility to demonstrate a comprehensive understanding of fire services and related Standard Operational Guidelines and policiesAbility to demonstrate strong interpersonal communication skillsAbility to demonstrate a comprehensive knowledge and understanding of emergency incident management and mitigation techniques in disaster response, fire suppression, emergency medical and hazardous materialsAbility to apply all applicable legislation, codes and standards. During the trial period as provided for in the Collective Agreement, the employee will be expected to demonstrate performance in accordance with London Fire Services’ Human Resource Development Program objectives for Training Instructor and the Department’s Promotion Policy:Ability to assess the effectiveness of training programs and participants’ performanceAbility to perceive and react constructively to the present and future expectations of the Corporation with respect to Fire Services’ need to deliver effective, efficient, ethical and economical customer serviceExcellent knowledge of the function of and interrelationships between the Training Division and other Fire Services DivisionsAbility to use effectively all applicable Fire Services’ computer software applicationsAbility to research and develop techniques and programs specific to education and training initiatives. An employee appointed as a Training Instructor will be expected to:Develop Leadership and supervisory competencies that include advanced communication, problem solving, interpersonal and group skillsComplete Basic training in emergency/disaster preparedness, response, mitigation and recovery as provided by Emergency Preparedness Canada, Province of Ontario or equivalent.
