Position Summary
School of Community and Health Studies
(This position is initially open to full-time, bargaining unit employees of the college)
 
Reporting to, and under the direction of the Manager Operations and School Finance, the Budget Officer provides advanced level budget / account management and administrative support to the School of Community and Health Studies. The Budget Officer assists with the School budgets and interim financial reports by researching costs and inputting financial data into the approved college formats, and is responsible for gathering and auditing financial information in order to monitor the School’s budgets.
 
The Budget Officer coordinates day-to-day financial operations for assigned portfolios. She/he is also the first point of contact regarding financial matters for business clients, collaborative partners and project funding organizations and coordinates financial activities with other departments including Human Resources/Payroll, Accounting, Financial Planning and Corporate Planning offices.
 
The Budget Officer is the primary resource for statistical report creation using a variety of software and college report information tools (AISMART, Banner). These reports may support scheduling cycles, admission recruitment cycles or may be related to financial operations at the school level or at individual program level.
Responsibilities
  • Works with Chairs and Dean to develop departmental budgets; inputs data for the preliminary budget projections to worksheets, prepares a summary report compared to prior year’s activity; works with Financial Planning to explain material variances to budget.
  • Oversees and supports year-end audits for departments which have external funding sources (eg. Child Care Centres)
  • Managing all aspects of Accounts Payable and Accounts Receivable for the School/Portfolios, ensuring proper accounting practices are utilized, taking whatever measures deemed appropriate to rectify/reconcile discrepancies with both internal and external stakeholders. Major activities cover School/Portfolio purchasing, expense claims, corporate charge use, year end reconciliation, accruals, deferrals and inter-departmental transfers
  • Provides monthly financial report to Chairs
  • Assists with the preparation of expense reports
  • Coordinates the collection of various financial documentation for the specific reports required by the Manager
  • Prepares faculty contracts (Sessional, Partial Load, Part-Time, Full-Time)
  • Maintains /updates various lists and databases held by the School, e.g. Faculty lists, corporate lists, etc.
  • Updates the School telephone list on a regular basis, e.g. extensions and room number through the Avaya program
  • Assists with scheduling of Manager’s activities, appointments & meetings
  • Coordinates travel arrangements, making reservations and ensuring the most effective use of college resources.
Qualifications
  • Three (3) year diploma in Business, Finance or Accounting or the equivalent combination of education and work experience
  • A minimum of five (5) years of Advanced accounting and advanced statistical reporting experience in a mid-size accounting environment including budget, accounts payable, responsibilities as well as the coordination with various departments related to accounting
  • Advanced Microsoft Excel skills required; intermediate Microsoft Word
  • Experience using AIS Smart or a similar reporting system
  • Experience with managing multiple and possibly conflicting deadlines and priorities
  • Experience with undertaking complex financial projects
  • Exceptional time management skills are necessary, as well as exacting attention to detail.
  • Progressive experience in a post-secondary institution and an understanding of enrolment data and how it relates to school financial operations is an asset
  • Highly developed project management skills and problem solving skills.

Salary Range $29.00 to $33.61 per hour (Pay band G)
