Summary of Functions

Lead Credit Valley Conservation’s (CVC) Lands Planning and Management program through the development and implementation of land planning and management policies, procedures, and programs for CVC lands.  This position includes planning and implementation of strategic directions, development of land management programming, land acquisition and disposition, development of conservation area management plans, research initiatives, data collection and analysis, information management land management administration.

Eligibility Requirements

  • Post-secondary education in environmental planning, parks management, resource management, environmental studies, outdoor recreation or related discipline
  • 3 to 4 years experience related to major tasks
  • Experience and knowledge in parks planning and master planning processes, land use/public use policy and planning, conservation land management, parks management principles, natural heritage protection tools, tourism and recreation trends, and capital development projects
Knowledge, Skills and Ability
  • Working knowledge of the Conservation Authorities Act, Planning Act, Greenbelt Plan, Niagara Escarpment Plan, Oak Ridges Moraine Plan and other land management related legislation, regulations and plans
  • Working knowledge of ArcMap and other GIS software is an asset
  • Ability to work with a range of partners including municipal, provincial and Federal government, non-governmental agencies, non-profits and charities, residents, corporations and other special interest groups
  • Past success working with a Board of Directors or Leadership Council, strong marketing, and public relations experience with the ability to engage a wide range of stakeholders
  • Ability to network well across disciplines and influence decision-makers by consistently providing quality work
  • Strategic thinker who anticipates future consequences and trends
  • Demonstrates organizational and political awareness of sensitive issues that could involve an understanding of multiple stakeholder needs

  • Solid, hands-on, project management skills, including budget preparation, analysis, decision-making and reporting.

  • Demonstrated ability to oversee and collaborate with staff and volunteers
  • Working knowledge of tourism and economic development sector(s)
  • Ability to think strategically and bring creative solutions to emergent issues
  • Excellent verbal/written communication and interpersonal skills
  • Knowledge of municipal, provincial, federal and conservation authority legislation
  • Valid Ontario ‘G’ Driver’s License
  • Able to work some evenings and weekends

Summary of Major Tasks

Master Planning
  • Coordinate with new and established community groups for ongoing management plan implementation.
  • Coordinate and administer public consultation, Stakeholder Advisory Committees and Technical Steering Committees.
  • Meaningfully interpret and address or incorporate input received through consultation, and consolidate findings into transparent and replicable management plan decisions.
  • Facilitate and negotiate resolutions to sensitive issues and topics with both internal and external stakeholders.
  • Coordinate internal staff experts to collects, analyze and present technical / scientific data and management recommendations.
  • Identify and recommend capital improvements for the development of CVC’s Conservation Areas.
  • Utilize social, environmental and economic information to develop site-specific policies for CVC Conservation Areas.
  • Interpret and apply CVC, Municipal, Provincial, and Federal legislation and policy within the scope of Authority owned property.
  • Determine the application of the Environmental Assessment Act for projects on Authority owned land; coordinate all applicable EA processes in concert with Master Plan.
  • Determine application of Niagara Escarpment Plan policies and prepare Plan Amendments, where applicable.
  • Foster new partnerships and strategic relationships with stakeholders and agency partners.
Policy and Strategic Planning
  • Research, analyze and integrate new and existing strategies for conservation land management.
  • Utilize social, environmental and economic information to develop policies for CVC Conservation Areas.
  • Create strategic, long-term planning framework for properties and for the Conservation Areas System.
  • Development and update long-term strategic plans and documents for conservation lands management.
  • Develop policies and procedures for the management of CVC lands.
  • Collect, manage, analyze, and interpret data in support of land management decision making.
  • Consult with legal and insurance professionals to proactively address legal and liability issues associated with public land management program activities.
  • Advise senior management of lands related policy and recommend strategic actions.
  • Issuance of land access permits under Regulation 102 of the Conservation Authorities Act.
  • Coordinate interdepartmental projects affecting CVC owned land.
  • Provide professional expertise to external partners for the development, review and revision of land management policies, strategies and plans.
  • Provide technical input and expertise on CVC strategic reports and initiatives.
  • Appear at the CVC Board and at Municipal Councils as delegate and/or representative of the organization for land-related projects and programs.
  • Represent CVC on external committees.
  • Attend meetings and forums with other governments, agencies, stakeholders, partners, etc.
  • Respond to public inquiries for land management related queries and issues.
  • Manage resolution of land management issues with landowners and members of the public.
  • Prepare and deliver presentations, workshops, public meetings and information sessions on CVC land initiatives.
Real Estate and Legal Land Management
  • Strategically manage CVC’s real property holdings to achieve goals and objectives of the Authority’s land management program.
  • Manage CVC land Leases and Agreements.
  • Negotiate and/or re-develop expiring agreements with partner agencies.
  • Provide analysis and recommendations for strategic leasing arrangements.
  • Maintain accurate databases and ensure file integrity for all agreements.
  • Administer the resolution of issues related to easements, leases and rental agreements and permission to enter agreements.
  • Manage property tax roll and minimize taxation exposure through conservation programs.
  • Manage the resolution of issues related to boundary lines and encroachments.
  • Research and analyze land titles issues; work with legal counsel to resolve.
Partnership Development
  • Explore, initiate and coordinate new and coordinate new and strengthened partnership opportunities for conservation land management initiatives.
  • Develop partnership agreements to manage functional relationships between CVC and agency, stakeholder or interest group partnerships.

Additional Information

  • Anticipated Start and End Dates:  November 5, 2018 to December 6, 2019 (35 hours/week)
